Understanding Registration

Understanding Registration for Plant Protection Products

A legal authorization based on scientific evidence, efficacy and acceptable risk.

Plant protection product application

Registration is not a formality

A plant protection product registration is a legal authorization allowing the product to be used in a given country. Before market access, it must demonstrate efficacy and an acceptable toxicological and environmental profile.

The assessment considers human health, animal health, residues, environmental fate, non-target species, biological efficacy, selectivity, classification, packaging and labelling.

Morocco example

Law 34-18: approval of active substances, safeners and synergists

Under Title II, Chapter I and Section I, approval is granted by the competent authority at the request of a legal entity holding the required authorization under Article 61 and after the opinion of the National Commission under Article 4.

Approval is granted only when a technical risk assessment establishes that the substance, its metabolites and residues do not present unacceptable effects on human health, animal health or the environment.

Article 8

Reference-country route

Verify that the active substance, safener or synergist has already been evaluated and approved in a listed reference country whose requirements are at least equivalent.

Article 9

Full data examination

Examine whether the submitted toxicological, ecotoxicological, analytical, physicochemical and biological data meet the applicable approval criteria.
